Greenhouse Gas Permitting Workshop

The Upper Midwest Section of the Air & Waste Management Association
held a Greenhouse Gas Permitting Workshop, featuring perspectives from today's practitioners in this evolving field.
Background: On June 3, 2010, the Environmental Protection Agency (EPA) issued the Tailoring Rule, which modified the Title V and Prevention of Significant Deterioration
(PSD) program rules to consider the inclusion of greenhouse gases as a regulated pollutant. EPA then issued guidance documents in October and November of 2010, and March of 2011 providing additional guidance to states and regulated sources on implementing the rule changes. EPA also proposed a deferral from these requirements for certain sources of biogenic carbon. In response to the Tailoring Rule, the Minnesota Pollution Control Agency issued emergency state rules to implement these federal changes on a state level as necessary. This workshop
looked at the recent rule changes and policies, early actions by sources to satisfy their responsibilities under these new rules, and challenges to these rule changes from third parties.
